Deaf Community Services

The Deaf Community Services (DCS) Program is designed to assist the deaf, deaf/blind and hard of hearing community by providing and/or arranging for supportive services such as case management, advocacy, referral, interpreting and education to assist in maintaining independence or to prevent regression due to lack of community support.
 
These types of services assist in integrating the deaf, deaf/blind and hard of hearing individuals and their family members into the larger society. Another purpose is to educate and sensitize the hearing community to the issues, needs, cultural differences, and problems of deaf and hard of hearing individuals and their family members.  
 
Geographic Area Served
Deaf, deaf/blind and hard of hearing individuals and family members from Stark, Carroll and Tuscarawas Counties.
 
Hours of Service
 
         8:00am - 5:00pm
         Monday - Friday
Evening and Weekend Appointments are available as needed.  

For American Sign Language emergency interpreting service or to cancel a previously scheduled interpreting appointment in less than 24 hours, a staff member can be reached 24 hours per day, 7 days per week via the DCS pager. 
 
Parking is free at the parking garage with a validated parking ticket.
  
Goals
Trillium Family Solutions policies, procedures, and practices recognize, respect, and respond to the unique, culturally-defined needs of persons and families within its service population. The goals of the Deaf Community Services Program are:
  1. To provide case management services for deaf, deaf/blind and hard of hearing families including such activities as assessment, advocacy, assistance with daily living tasks, referrals, and case monitoring.
      
  2. To educate the deaf, deaf/blind and hard of hearing community as to the availability of community services; what their rights are as deaf citizens; and how to interact with the larger hearing community.
      
  3. To educate agencies, businesses, and community organizations in the larger society about the issues and concerns of the deaf community; the legal responsibilities those organizations have as mandated under the Americans with Disability Act and other pre-existing protections.
      
  4. To arrange for and provide interpreting services for deaf, deaf/blind and hard of hearing clients and area service providers.
      
  5. To facilitate access to all appropriate community services.
  
Intake/Eligibility Policy

Clients must either be hard of hearing, deaf, deaf/blind or be part of a family with deaf members or hard of hearing member. Referrals are accepted from any individual, professional, or agency within the community.  Self referrals are also accepted.
 
Funding and Fee Policy
The Deaf Community Services (DCS) Program is funded through grant funds provided by United Way of Greater Stark County, Ohio Rehabilitation Services Commission, fees for interpreting service and private donations. Service providers required under the Americans with disabilities Act are legally responsible for paying for interpreting needed to facilitate service provision to the deaf, deaf/blind, or hard of hearing individual. Those providers are charged interpreting fees per the program’s interpreting fee schedule. There is no charge to the client for interpreting or other services provided by the program.
